FAPE stands for Free and Appropriate Public Education--the concept is frequently discussed in Special Education to build programs for students to learn and succeed to the extent of his/her ability. But what about General Education? Is there a responsibility for schools to educate students to learn and succeed to the extent of his/her ability?
